Minister of cooperative governance and traditional affairs Velenkosini Hlabisa has made a firm commitment to root out ghost workers in Ditsobotla, vowing those responsible for enabling illegal payments will be held accountable.

Speaking at a media briefing on his recent visit to the Lichtenburg-based municipality, Hlabisa highlighted the severity of the issue. He said it contributes to the municipality’s bloated staff numbers and financial strain.

“The national cabinet representative and the team, together with the people who are working here, are going to physically audit every employee. Those in the office, those in the plants all over, those under Ditsobotla. This team was given a mandate to fix Ditsobotla. The time for ghost workers is over; it’s not going to continue.”

Previous reports revealed these ghost salaries are often paid using the records of former employees. One such victim, Tlale Pholo, had discovered his identity was being used fraudulently, years after his employment had ended.

“When I tried to seek employment, I found out I have a personnel number without my knowledge, and now I cannot be employed because of it,” said Pholo. 

“Now everything is standing still as we speak because I cannot work anywhere. I once had a stroke because of this, and my doctor told me not to take things to heart. I told him that I’m not working and someone is using my name to get a salary.”


Ditsobotla has been placed under administration following years of political infighting and instability, which severely hampered service delivery. In a council meeting on 23 September, ANC Councillor Molefe Morutse was re-elected as mayor, with EFF Councillor Manana Bogatsu retaining her position as speaker, in an effort to stabilise the local government.

Meanwhile, Hlabisa called on government departments, businesses, and residents to play their part in reviving the municipality by paying for services and money owed, emphasising it will go a long way in helping to rebuild Ditsobotla.

Hlabisa promised to return to Ditsobotla to monitor progress and ensure the clean-up operation stays on track.

The audit and verification process is expected to continue over the coming weeks, with further announcements anticipated as investigations unfold.
