Employment and Labour Minister Thulas Nxesi says refugees have a right to employment in South Africa.
Nxesi says there must be a balance that includes international convention when it comes to job creation in South Africa.
This after truck drivers took to the streets to protest against the hiring of foreign nationals.
Meanwhile, urgent efforts are underway to try and resolve the nationwide truck drivers' strike.
