The Free State Department of Education urges the public to disregard allegations made against Thiboloha School for the Blind and Deaf in Phuthaditjhaba.

The department rejected claims made by the DA regarding sexual abuse, teachers coming to school drunk, sending learners to buy dagga, and poor proficiency in sign language at the Thiboloha School for the Blind and Deaf.

The DA has promised to write a letter to the MEC of Education, Dr Julia Maboya, concerning a list of complaints that they received from the school. The party also demanded an oversight visit to the school and a full investigation into the allegations.

“Children with special needs require additional care, not exposure to neglect, abuse, and exploitation,” said Free State Legislature DA spokesperson on Education, Dulandi Leech.


“These conditions rob them of their right to safety and quality education, leaving lasting damage to their development and dignity.”

The party will continue to monitor the Department’s response closely and push for an urgent intervention, she said.

In responding to the allegations, the department said:

  • Poor proficiency in sign language; teachers have attended South African Sign Language training sessions, and the school provides weekly SASL classes to enhance communication skills, showcasing dedication to inclusive education.
  • Sexual harassment allegation;  a preliminary investigation was conducted by the school management, which involved a school social worker, and the matter was reported to the district and escalated to the province for further investigation. No suspension of the teacher at this stage, as the learner denied any sexual harassment; investigation is ongoing.
  • Teachers coming to work intoxicated; there have been no reports of teachers being under the influence of intoxicating substances, including alcohol, during school hours.
  • Teachers sending children to buy dagga; no such issues have been raised with the school leadership, reflecting the effectiveness of our measures to ensure learner safety and well-being.


“The Free State Department of Education prioritises creating a safe and supportive learning environment for all learners,” said Free State Department of Education spokesperson, Howard Ndaba.

“We take all allegations seriously, investigate them thoroughly, and implement measures to prevent future incidents. The department is committed to providing quality education and support to all learners, regardless of their abilities.”
