The minister of cooperative governance and traditional affairs (CoGTA), Mr Velenkosini Hlabisa, will attend and deliver the keynote address at the crucial uMzinyathi Water Summit in Dundee, KwaZulu-Natal, from 16-17 October 2025.

The summit will focus on pressing issues affecting water service delivery across all 61 wards of the uMzinyathi District. Implementing the Water Services Authority’s Capacity-Building Plan, in line with the Water Services Act, will be a major topic of discussion.

According to a media statement, the Department of Cooperative Governance (DCoG) continues to assist municipalities with service delivery and infrastructure development through the Municipal Infrastructure Support Agent (MISA), in accordance with Section 154 of the Constitution.

Through the lens of the Capacity-Building Plan, the summit will explore how to integrate provincial support under Section 154 of the Constitution, ensure sustainable service delivery across all 61 wards, and optimise the use of grant funding for infrastructure upgrades.

This follows the official launch of South Africa’s Early Warnings for All (EW4All) Roadmap by minister Hlabisa at the G20 Disaster Risk Reduction Ministerial Meeting in Cape Town on Sunday (10/12).

The EW4All initiative aims to ensure that by 2027, every South African is covered by comprehensive early warning systems. Using innovation, technology, and data-driven solutions, the Roadmap represents a strong national commitment to accelerate disaster risk reduction and climate resilience.

“We are inspired by the collaboration and solidarity shown by our G20 member countries, development partners, and international organisations that have converged here in Cape Town for this momentous occasion. Together, we aspire to foster sustainable development and create pathways for shared prosperity,” said minister Hlabisa.

The minister also acknowledged the progress achieved during past G20 presidencies — including Brazil’s current focus on climate justice, inclusivity, and equitable financing, as well as India’s leadership in forming the G20 Disaster Risk Reduction Working Group.

He emphasised that South Africa will build on this foundation by ensuring that the continent’s unique voices and challenges are properly represented within the G20 framework.
