Transport Minister Fikile Mbalula inspected a number of trains earlier on Tuesday.
Prasa's trains are expected to resume limited operations after nearly three months of lockdown.
Mbalula said the true test of whether the trains are properly equipped to run will be once they begin operations.
"It remains to be seen because the devil is in the practice. When people arrive here, will everything be as smooth as what has been shown to us?
"From what I've seen, the job looks good but the devil is going to be in the implementation tomorrow [Wednesday] when people arrive. I can't really say Prasa is ready, Prasa will speak for itself," the minister said.
In the Western Cape, the first trains will travel between Cape Town and Retreat.
But there are already concerns about whether or not the Central Line will be operational.
