Phophi Ramathuba, the MEC for Health in Limpopo, has the backing of the Zimbabwe Exiles Forum.
It says she is not xenophobic, and is merely bringing attention to the reality of the situation.
This follows after some of the MEC's statements went viral following the posting of a video online in which she is heard saying to an undocumented patient that the health system is being overburdened by Zimbabweans.
eNCA reports the forum attributes Zimbabweans' influx to South African medical facilities to Emmerson Mnangagwa, the president of Zimbabwe.
