An examiner at the Vrede Traffic Department's testing station, Sipho Malinga (44), and driving school owner Doctor Moloi (29), appeared before the Vrede Magistrate's Court on Tuesday 4 July, following their arrest earlier that day.

The men are accused of fraudulently issuing driver’s licences, with Moloi allegedly scouting for people who needed licenses and Malinga ensuring they pass their tests.

“Police followed up on the information and during October and November 2022, set up an operation which led to a confirmation that Moloi and Malinga were working together and sharing proceeds of criminal activities. A warrant of arrest was then issued on 22 June. Malinga and Moloi were arrested in Vrede on Tuesday and made their first court appearance. They were each granted R2 000 bail and their case was postponed to 24 July 2023,” said Free State Hawks spokesperson Captain Christopher Singo.

Road Traffic Management Corporation (RTMC) media liaison Simon Zwane said the arrest of Malinga and Moloi is another success for its national traffic anti-corruption unit. 

Zwane said members of the unit and the Hawks have been investigating operations at the Vrede Driving and Learner Licensing Centre for the past eight months. The investigations showed that a driving school instructor was colluding with an examiner to ensure his clients obtain learner licences.

“The instructor allegedly recruited and introduced learner licence applicants to the examiner, who then assisted applicants by surreptitiously indicating the correct answers to the questions while in the process of writing the test. The applicants were made to pay a bribe of R1 500 for the fraudulent service,” Zwane says.

Zwane adds that four people were also arrested at the Temba Licensing Centre in Tshwane, while attempting to take learner licence tests on behalf of absent applicants last week. 

Twelve examiners of motor vehicles were also arrested in Polokwane last month for issuing vehicle roadworthy certificates for vehicles that were never presented for testing.
