            The Special Investigating Unit (SIU) has launched a probe into allegations of maladministration at a Northern Cape municipality.
The investigation into the Prieska-based Siyathemba municipality covers alleged unlawful and improper conduct between 1 January 2016 and 31 October this year, and any related activities before and after that period, said SIU spokesperson Kaizer Kganyago.
The probe will focus on serious maladministration in the procurement of printers, photocopiers, and related equipment.
“The SIU will probe any related unauthorised, irregular, fruitless or wasteful expenditure incurred by the municipality or the state,” Kganyago said, “as well as instances where the contracting of goods and services was done in a manner that was not fair, competitive, transparent, equitable or cost-effective, or that violated applicable legislation, guidelines or instructions from National or Provincial Treasury.”
The investigation will not only scrutinise procurement irregularities but will focus on the conduct of municipal officials and service providers. “(It) will also look at any irregular, unlawful, or improper conduct by officials or employees of the municipality, its suppliers or service providers, or any other person or entity implicated,” Kganyago said.
Beyond investigating instances of corruption and maladministration, the SIU aims to identify systemic failures within the municipality and propose corrective measures to prevent future financial losses.
Kganyago reaffirmed the SIU’s commitment to protecting the public interest and assets through prevention measures and systemic investigations to eradicate fraud, maladministration, and corruption.
Mounting concerns
The investigation comes in the wake of mounting governance concerns at the Siyathemba municipality. In September, two senior managers were found to have been irregularly appointed to their positions in Prieska.
Reports indicate the investigation into their appointments was initiated by the municipal council, which comprises five ANC members, two from the DA, and four from the Siyathemba Community Movement.
Findings revealed chief financial officer Howard Meiring was appointed in 2015 without the required qualifications, while Jakob Basson was given the position of director of technical services in what was described as an invalid, unlawful, and unconstitutional appointment.
