Efforts intensified to combat gangsterism in schools─── REFILWE BEKANE 12:17 Wed, 09 Jul 2025

The South African Police Service (SAPS) and the Department of Basic Education (DBE) have taken decisive measures to guarantee the safety and security of learners and teachers in response to the alarming increase in gang-related activity.
The authorities said these collaborative initiatives, which include thorough inspections of each school, demonstrate a strong resolve to counter this growing threat.
“We ensure that there are safety committees in every school. These committees are crucial as they report incidents from the schools into our systems, allowing for swift intervention,” said Makgauta Mthembu, Safety Coordinator for the Mangaung Metro Education District.
Reports received by the DBE indicate a concerning surge in gangsterism among learners, with frequent fights erupting after school hours. One alarming incident involved a learner being stabbed at school.
According to Makgauta, it has also come to light that learners are deliberately wearing uniforms from other schools to obscure their true identities and affiliations, further complicating efforts to identify the perpetrators and address the issue.
Mthembu highlighted the safety committees’ plans to address safety concerns, including potential threats involving teachers and school staff.
“They conduct learner surveys, analyse the data, and develop action plans to ensure overall safety in schools," she said. Her office provides crucial assistance in this methodical approach.
To mitigate the pervasive issue of gangsterism, SAPS offices are directly linked to every school, ensuring immediate assistance when needed.
“Furthermore, a specific focus is placed on patrolling during periods when young men return from initiation schools, because that is where most fights originate,” Mthembu said.
Col. Isak Francis from SAPS said the police are always available and ready to deal with any organised crime. Information is gathered from intelligence, and the police provide data for analysis, which forms the basis for operations.
To further combat criminal activity, the SAPS sometimes conducts unannounced search-and-seizure operations to identify and apprehend potential threats, Francis said.
“We have our Public Order Policing, we have our anti-gang personnel, we have school safety officers from different schools.”
SAPS operations and the Safety Indaba are crucial initiatives to address safety threats and provide solutions. The School Safety Indaba is a key initiative aimed at addressing security challenges in schools across the country.
It serves as a platform for collaboration among government officials, educators, law enforcement, learners, parents, and community stakeholders to create safer learning environments.
Mthembu suggested that active community participation, particularly from parents, is essential. Collaboration with various organisations, including NGOs, NPOs, and the National Prosecuting Authority, contributes to creating secure learning environments, she said.
