President Cyril Ramaphosa says the government has taken decisive steps to tackle illegal immigration in South Africa.

He announced a comprehensive migration management plan aimed at strengthening border controls, enforcing immigration laws, and restoring public confidence in the state’s ability to manage migration. Addressing the nation from the Union Buildings in Tshwane on Sunday (7/6), Ramaphosa acknowledged growing public concern over illegal immigration, unemployment, pressure on public services, and crime.

Anti-immigration groups have taken to the streets since March, demanding tougher action against illegal immigrants in the country. Some of the protests became violent, with property in some provinces being damaged.


The president's speech was delivered ahead of a 30 June deadline issued by anti-immigration group March and March, who has demanded that undocumented migrants leave the country and that the government take stronger action.

“The responsibility for enforcing immigration laws rests with the state and the state alone,” said Ramaphosa. “No other person is allowed to take it upon themselves to act against violations of the law.

“We want a South Africa where immigration laws are respected and enforced, where every person who enters our country does so legally, and through proper processes.

“South Africans are entitled to expect better. They are entitled to expect a state that is effective, professional and capable of enforcing its own laws,” the president said.

Political reactions to the address were mixed. Democratic Alliance leader Geordin Hill-Lewis welcomed the president's acknowledgement that South Africa's economic challenges are not caused by foreign nationals.

He said the DA supports lawful efforts to secure borders and strengthen immigration controls, but argued that the long-term solution lies in faster economic growth, investment and job creation.


ActionSA, however, described the address as weak and reactionary. The party said the president had merely repackaged existing policies and failed to present a meaningful shift towards mass deportations and stronger enforcement capacity.

EFF MP Sam Matiase questioned why migration had only now become a national priority and argued that the government lacks a sustainable strategy beyond deportations and detention. He further accused some members of the Government of National Unity of fuelling anti-foreigner sentiment.

Ramaphosa also highlighted that employers who employ illegal migrants and then exploit them are breaking the law. “They undermine our labour laws and standards, they undermine fair competition, and they undermine opportunities for South Africans.”
